Work: Tabled from March: renovation with first- and second-floor additions, revised to a detached two-car garage, reduced rear addition, retention of the 1933 carport and no Historic Landmark overlay. Type: addition, garage_outbuilding Staff rec: Approve with conditions (Historic Landmark Overlay approved; building permit) -- as recited from March Discussion: Archer said the Blazeks now 'think it is best to not do a Historic Overlay' and to keep the 1933 carport original to the property; Blazek said the shed dormer 'balanced the house and gave it character'; Leonard Hall, Jr. vouched for the family, in Grapevine since 1941. Outcome: approved with conditions (6-0 (Ware abstained)) — moved Ashley Anderson, second Vick Cox Conditions: Conditions as presented (building permit; approval later rescinded by CA15-42 on May 27, 2015)

CA15-28 — 129 South Main Street

Work: Install a 93-inch-tall ATM with three internally backlit panels and a projecting wall sign on the public sidewalk in front of the Gallery on Main building. Type: sign, other Staff rec: Approve with conditions (internal backlit sign disabled; permit) Discussion: The Historic District Design Guidelines 'prohibit backlit signs,' and the bank declined staff's suggestion to recess the machine into the wall; Klempin noted newspaper racks had been eliminated from Main Street by ordinance years earlier. Outcome: denied (7-0) — moved R. Lee Derr, second Chuck Voelker

CA15-31 — 702 East Northwest Highway

Work: Replace interior pier-and-beam foundation with new engineered slab on grade and renovate interior of the 1938 Carl and Della Simmons Tudor Revival stone cottage for use as a business office. Type: other Staff rec: Approve with conditions (bracing plan to protect roof structure and stone walls; exterior materials via separate CAs; permit) Discussion: One of only two stone Period Revival houses in Grapevine; Blaxton, who 'quarterbacks' projects, said roofing 'would comply with proper materials of this era' and ruled out aluminum shingles; plans vault the interior to expose the roof framing over bois d'arc piers. Outcome: approved with conditions (7-0) — moved Sean Shope, second Ashley Anderson Conditions: Bracing plan submitted to protect the roof structure and stone walls during construction; All exterior materials staff-approved under separate Certificate(s) of Appropriateness; Building permit(s) obtained

CA15-29 — 523 South Main Street ⭐College St

Work: Rehabilitate the 1870s J. E. M. Yates House (J. E. Foust & Sons funeral home): remove all brick veneer, restore original wood siding, reside 1940s/1960s north additions in James Hardie board, replace all windows with metal-clad one-over-one wood, new period wood front door with sidelights, permanently remove rooftop balustrade. Type: siding, windows, doors, other Staff rec: Approve with conditions Discussion: Gilmore said the non-original veneer had protected the shiplap siding but the foundation was 'up to 17 inches off in some areas'; Shope confirmed nothing proposed would prevent taking the house back to its 1870s form '50 years from now.'
