color, outward appearance?
├─ YES → Ordinary Maintenance (App. G §6). No CA.

Is it on the §8(c) minor list?
(awnings, fences, gutters/downspouts, incandescent lighting,
<25% front/side-yard landscaping-hardscaping, restoring original
features, wood repaint in a NEW color, rear changes not visible
