The city's full design-guidance manual for the Township and historic districts — the Commission's day-to-day interpretive companion to the binding criteria. Produced under the preservation program (Heritage Foundation / GTRP era), updated editions through 2023-24. All chapters harvested as PDFs (Document Center) into the vault's source archive.

Bold = chapters most relevant to a College Street residential owner. The 2023-24 single-file edition is View/143; "complete manual" View/137 is a short exhibit version tied to grant program docs.
Status in the hierarchy
Guidelines interpret; the College Street Preservation Criteria (Ord 93-58) and Grapevine Pattern Book (2025) bind. But commissioners quote the manual constantly, and staff reports cite it — treat it as the working vocabulary of approval.
