Transcript Index — raw verbatim minutes
179 full-text transcripts of official HPC minutes, 2011–2026, exactly as published by the City of Grapevine (OCR of the WebLink records portal). These are the primary sources behind every summary in this vault.
When to use these
- You need exactly who said what — commissioner-by-commissioner discussion, applicant statements, citizen testimony
- You want the precise wording of conditions as read into the record
- You're preparing to cite precedent and want a quotable line
- A summary note seems thin — the transcript always has more
How to search
In Obsidian, use Search (⌘⇧F) across the vault:
- Search an address (
"416 East College") → every hearing, staff approval, and mention - Search a case number (
CA24-23) → the full case history including tablings - Search a material (
vinyl,casement,Hardie,metal clad) → how the Commission has ruled on it, repeatedly - Search a commissioner's name → everything they said, 15 years of it
- Search a phrase (
"not in disrepair","eye sore","replica") → the Commission's own reasoning language

2011 (Nov) through mid-2026. Cancelled meetings and notice-only postings are omitted or minimal. 2026 files are agendas, not minutes — the city publishes minutes about a month in arrears, so the most recent hearings show only the items heard, not the discussion. OCR artifacts (stray characters, mangled names) are left uncorrected so the text stays faithful to the source; cross-check anything surprising against the original PDF in the Archive Center.
