Type: designation Staff rec: Approval of the overlay to record the property's history and give HPC input in future development Discussion: No questions or comments from the Commission; staff traced ownership from N. A. Cummings (1946) to retired Braniff pilot Wayne Hoover (1990). Outcome: approved with conditions (6-0) — moved Vick Cox, second Eric Gilliland Conditions: Approved as presented with the conditions/Design Guidelines as noted

Work: Demolish the existing deteriorated house and one-car garage (failed foundations, hardship letter submitted) and build a new 2,405 sq ft 1 1/2-story period-style house with a 495 sq ft detached garage. Type: demolition, new_construction, garage_outbuilding Staff rec: Approve with conditions, contingent on approval of Historic Landmark Overlay HL17-03 Discussion: Derr questioned whether the house could shift back within the 25-foot rear setback; staff said the rear "will not be seen" and the lot drops. Cox asked for confirmation "there was nothing left to work with," similar to 713 East Texas; staff confirmed the deteriorated condition.
