Historic Preservation Commission
The body that decides your CAs. Created 1991 by the Historic Preservation Ordinance (Appendix G) §3.
Composition & mechanics
- 7 members + 1 alternate, appointed by City Council, 2-year staggered terms (4 seats one year, 3 the next; alternate serves 1-year terms)
- Council endeavors to appoint from: architect/planner/designer, historian, real-estate broker/appraiser, attorney, historic-property owner/resident, Grapevine Historical Society member, archaeologist, other
- Chair & Vice-Chair elected by the members from among themselves
- Ex-officio (non-voting): Director of Community Development, Director of the Grapevine Heritage Foundation, City Attorney; plus a P&Z member as non-voting liaison (mayor-appointed), and in practice a Council liaison attends
- Quorum: 4. Official action = majority of the quorum present — meaning as few as 3 votes can decide your project at a thin meeting. Watch attendance patterns in Voting Patterns and Tendencies.
- Meets at least monthly — regular slot: 4th Wednesday, 6:00 pm, City Hall (historically also met at the Wallis Hotel boardroom). Subject to the Open Meetings Act.
Powers (§3(f) highlights)
Approve/deny CAs; recommend designations; adopt rules, identification criteria, and design guidelines; run surveys; advise owners in the CA process; recommend acquisition of endangered resources; propose incentives; report annually to Council.
