Public hearing items

CA12-05 — 231 Austin Street

Work: Construct new 1-1/2 story Minimal Traditional period-style house with attached 2-car garage; proposed stacked-stone front elevation with James Hardie board sides Type: new_construction Staff rec: Approve with conditions that all exterior materials, windows, doors and paint colors be approved under a separate CA Discussion: Long debate over the stone front: Shope noted 'usually the preservation commissioners group does not recommend stone' and Ware cited infill homes where poor stone choices 'appear piecemeal in the neighborhood'; Powers thought the house looked 'off' and wanted porch changes; Derr questioned the height and suggested 'dutching' the corners, and the owner resisted an 8-foot upper ceiling; O'Malley pushed back asking 'where it says Can't.' Outcome: approved with conditions (5-1) — moved Ted Ware, second Margaret Telford Dissent: Justin Powers Conditions: All materials, stone, windows and doors to be approved under a separate Certificate of Appropriateness

CA12-07 — 520 South Main Street, Suites 201 & 202

Work: Revise storefront bays to add fold-away French doors for a family-owned hamburger restaurant tenant Type: doors Staff rec: Approve with condition that the final door selection be staff approved under a separate CA Discussion: Powers suggested doors with wood on bottom and glass on top; Ware had no problem with the proposal; Klempin said he could have staff-approved it but felt the design impact warranted Commission review. Per a correction adopted at the March 28 meeting, Sean Shope abstained from this vote. Outcome: approved with conditions (unanimous (Shope abstained per March minutes correction)) — moved Margaret Telford, second Ashley Anderson Conditions: Final door selection to be staff approved under a separate Certificate of Appropriateness

Notable

First split vote of the year (5-1 on CA12-05) and an unusually contentious hearing over stone as an infill material, with commissioners openly weighing whether to 'change the guidelines' versus make the applicant conform.
