Work: Continued case: new 3-car garage and workshop on existing foundation; revised drawings showed garage elevations in context with the house after the owner met with Development Services on code-height fixes Type: garage_outbuilding Staff rec: Approve with conditions that elevations satisfy Development Services code requirements and all exterior doors, windows, materials, finishes and paint colors be approved under a separate CA Discussion: New contextual drawings answered the prior meeting's height questions; approval delegated remaining code issues to the Building Department. Outcome: approved with conditions (unanimous) — moved Ted Ware, second R. Work: Historic Landmark Subdistrict overlay for the vacant corner lot (former Gideon farmhouse site; house donated to the City in 2011) Type: designation Staff rec: Approve the overlay to record the property's history and give HPC input in future development Discussion: Routine designation preceding the new-construction CA on the same lot. Outcome: approved (unanimous) — moved Margaret Telford, second Ashley Anderson

CA12-29 — 708 East Texas Street

Work: Construct new 1-1/2 story 1920s bungalow-style house with three-car garage; unique side-entry design for a private enclosed backyard Type: new_construction, garage_outbuilding Staff rec: Approve with conditions that HL12-04 be approved for the property and all exterior materials, windows, doors and paint colors be approved under separate CA Discussion: Cox asked whether a side entry keeps the Texas Street address; Telford questioned the green-space layout, which Klempin defended as better for the family's children. Outcome: approved with conditions (unanimous) — moved Margaret Telford, second Ashley Anderson Conditions: HL12-04 approved for the property; All exterior materials, windows, doors and paint colors under separate CA

CA12-30 — 120 South Main Street

Work: New outdoor dining area in rear: fenced enclosure with gates, brick paving, metal roof cover; parking reconfigured with no loss of spaces Type: hardscape, fence Staff rec: Approve with conditions that all exterior materials, components and paint colors be staff approved under a separate CA Discussion: Ware asked the recommendation read 'pending City Council approval' since the commission's action goes on to Council; P&Z Liaison Hotelling flagged the mounted televisions because P&Z 'carefully monitors outside speakers.' Outcome: approved with conditions (unanimous) — moved Ted Ware, second Vick Cox Conditions: All exterior materials, components and paint colors staff approved under separate CA; Noted as pending City Council approval

CA12-31 — 105-107 South Main Street

Work: Demolish existing 1970s painted concrete-block buildings (non-contributing, metal mansard roofs) and replace with a new mixed-use retail/office structure appearing as several period-style buildings Type: demolition, new_construction Staff rec: Approve with conditions that elevations, storefronts, materials, windows, doors and paint colors be approved by the Commission on a separate CA Discussion: Commissioners found the rear elevation 'monolithic' and the concept 'too sketchy to consider at this point' — 'It is not possible to tear down or demolish a structure until they provide more detail as to being a period appropriate design for replacement'; Cox stressed the rear view is 'an entry to the City.' Outcome: tabled (unanimous) — moved Ashley Anderson, second Margaret Telford Conditions: Tabled to the July 2012 meeting pending more specific plans

Notable

The commission refused to green-light demolition on Main Street without seeing detailed replacement plans — 'no demolition until we see the project to come' became the recurring standard for the Hazlewood block.
