Work: Revisions to previously approved mixed-use retail/office structure (original CA12-31): vehicular drop-off point on Main Street, add second floor to one-story facade at north end, angle facade wall in second-floor balcony area Type: new_construction Staff rec: approve with conditions (elevations, storefronts, materials, windows, doors and paint colors on a separate CA) Discussion: Derr said the four upper doors "looked like a remodel" and wanted a brick pilaster between the door sets; he opposed keeping the 1970s pole signs, while Ware "did not see a downside to preserving as many old signs as appropriate." Neighbor Sam Felberbaum asked that construction debris "be contained" and utilities not interrupted. Minutes record the prevailing motion as for "#CA13-05," an apparent typo for CA13-04. The tenant asked the painted graphic be "considered as a mural"; Klempin confirmed the graphic is included in the approval and "not visible to Main Street, only visible to College Street." Work: Construct new 1 1/2-story period-style house with guest house and detached 3-car garage in Millican Place Addition (former Millican blacksmith family home place) Type: new_construction, garage_outbuilding Staff rec: approve with conditions Discussion: Plans were based on an award-winning Southern Living House of the Year; Ware called the house "not imposing" - 3,000 sq ft total on a 12,000 sq ft lot. Scott Williams said the plans "did meet the requirements of the proposed ordinance to protect the Township"; only one pecan tree would be removed. Other business: Workshop on proposed amendments to the Historic Preservation Ordinance (design review, massing/scale): Scott Williams presented revisions; Derr wanted the cap raised from 10% to 20% over the largest home in a 300-ft radius; Wilbanks said the mission is to "protect the integrity of the Township's time period." Vick Cox moved to take the proposed ordinance to City Council, seconded by Telford, passed 6-1 (Anderson dissenting). December 19, 2012 minutes approved.
The proposed massing/scale ordinance was illustrated by superimposing it over the 310 East College Street overbuild, which Ware said "looks like a four-plex"; the amendment was sent to City Council on a 6-1 vote.
