Public hearing items

CA14-02 — 527 South Dooley Street

Work: Renovate and update the Historic Floyd Deacon House (c. 1940): small rear ground-floor addition with new deck, raise gable roofline to a higher pitch for a new second-floor master bedroom and bath, move fireplace back to its original location, foundation and electrical/plumbing/HVAC updates. Type: addition, roof Staff rec: Approval with conditions: work to follow the Design Guidelines for the property; all exterior siding, door and window material selections and exterior light fixtures approved on a separate CA; permits obtained from the Building Department. Discussion: Mrs. Duplessie said 10-15 percent of the restoration would go into the foundation and she wanted the house to appear 'as a well maintained older home,' not a remodel. Vice Chairman Derr noted the wood-siding chimney was 'not appropriate'; all agreed it was an oversight on the plans and 'a brick facade would be appropriate to the chimney.' Commissioners Cox and Telford complimented the 'excellent application.' Outcome: approved with conditions (8-0) — moved Margaret Telford, second Ashley Anderson Conditions: All exterior siding, door and window material selections and exterior light fixtures approved on a separate Certificate of Appropriateness; Permits obtained from the Building Department; Chimney facade to be brick

CA14-03 — 129 South Main Street

Work: Final brick mortar joint selections and brick/brick-color selections (on a display board as required at the September 25, 2013 meeting for CA13-77) for the previously approved Hazelwood mixed-use retail/office building at Main and Jenkins Streets. Type: new_construction, siding Staff rec: Approval of brick mortar joint selections with locations as indicated on the building elevations and the required brick and brick color selections per attached drawings. Discussion: Klempin explained two joints were now being used, a 'V' joint and a 'Grapevine' joint, with three of five bricks tumbled 'for an irregular, aged look'; McCallum said the applicant's third round of selections was acceptable. Chairman Gilliam called the final rendering 'very appropriate for the gateway entrance to Grapevine's Main Street'; Derr asked if the awnings were metal and was told Mr. Hazlewood had asked for canvas. Outcome: approved (8-0) — moved Ashley Anderson, second Margaret Telford

Staff-approved CAs (2)

CA13-99 1331 West Wall Street; CA13-103 613 Ball Street

Other business: Sean Shope announced and congratulated City Council Liaison Shane Wilbanks on receiving the Ted Willhoite Award from the Grapevine Chamber of Commerce. Minutes of the December 18, 2013 meeting approved (Cox/Shope, 8-0).

Notable

Both hearings unanimous; the Hazelwood 'gateway' building's brick and mortar palette was finalized after three rounds of staff-negotiated selections. Agenda listed the Hazelwood property as 105 South Main but the minutes body twice states 129 South Main.
