Work: Whole-house renovation of a 1958 minimal traditional house: replace roof, windows, doors and siding with period-appropriate materials; construct a new 800 sq ft addition in the same materials; and build a new 665 sq ft two-car detached garage (plans by Skip Blake, Blake Architects). Type: addition, garage_outbuilding, roof, windows, doors, siding Staff rec: Approval with conditions per attached plans, with the condition building permits are obtained from the Building Department. Discussion: The applicants were not present; the case proceeded on staff's presentation, which noted the overlay siding was in poor condition and the interior would be taken 'to the studs' for new electrical and plumbing. Work: Historic Landmark Subdistrict (historic overlay) for the 2003 minimal-traditional-style Chivers house on The Hill, rebuilt after a fire with help from Grapevine First United Methodist Church. Type: designation Staff rec: Approval, to record the history of the property and give the Commission input, per the proposed design guidelines. Discussion: Klempin recounted the history of The Hill, begun in 1923 when Edward T. Simmons bought two acres 'to provide housing for four families' of African-American farm workers (the Brewers, Wrights, Redmons and Chivers), with Ollie Brewer remembered as 'the Founder of The Hill.' Work: Historic Landmark Subdistrict (historic overlay) for the 440 sq ft 1958 George Baldwin family house, one of the Wm. Cameron Lumber Company 'Modern Homes' built on The Hill. Type: designation Staff rec: Approval, to record the history of the property and give the Commission input; proposed design guidelines attached. Discussion: Staff described the plan-book 'Modern Homes' as 'a substantial upgrade' for The Hill that nonetheless 'came with no electrical wiring or plumbing' for residents to finish, and noted Chivers is a prominent name among Grapevine's African-American families and Love Chapel's 1930 charter members. Discussion: Staff noted Mrs. Brewer has been a member of Love Chapel Church of God in Christ, 'a cornerstone of Grapevine's black community for over 80 years,' since 1953. Work: Install 13" x 21.5" public use policy signs on black painted metal brackets at four entry gates to the Nash Farmstead perimeter fence. Type: sign Staff rec: Approval with the condition a sign permit is obtained from the Building Department. Discussion: Commissioners questioned the sign text and open hours; Klempin explained hours 'will be decided by only the Grapevine City Council' and the Commission's approval was sought 'for only the period appropriateness of the look of the sign.' Shope and Anderson asked to confirm 'this was not an approval of context or substance, only the style appropriateness.' Outcome: approved with conditions (8-0) — moved Sean Shope, second Ted Ware Conditions: Sign permit obtained from the Building Department; Approval limited to period appropriateness of the sign's appearance, not its text or content
