Type: designation Staff rec: Approve Discussion: Klempin traced the lot to J. J. Dougherty (1928), 'a highly skilled carpenter and builder,' and to James C. Outcome: approved with conditions (5-2 as recorded (ayes Gilliam, Derr, Anderson, Telford, Voelker; nays Anderson and Cox -- Anderson appears on both sides, an apparent clerical duplication of the CA15-22 tally)) — moved Margaret Telford, second Chuck Voelker Dissent: Vick Cox, Ashley Anderson Conditions: Property landmarked (HL15-02 approved); All exterior materials, windows, doors and door hardware, light fixtures and paint colors approved under separate Certificate(s) of Appropriateness

Type: demolition, garage_outbuilding Staff rec: Approve with condition a Historic Landmark Overlay application be approved for the property Discussion: Derr and Gilliam stressed 'all demolitions require a historic overlay' and Telford 'could not approve any demolition without a historic overlay recording the history of the property'; Wilbanks called landmarking 'the catalyst to protect the home,' while Mr. Blazek said only that they 'would consider' it. Outcome: approved with conditions (5-2 as recorded (nays Anderson and Cox; Anderson also listed among ayes -- minutes inconsistent)) — moved Margaret Telford, second R. Lee Derr Dissent: Vick Cox, Ashley Anderson Conditions: Property to be brought back before the HPC for a Historic Landmark Overlay

Wright Architects. Type: addition Staff rec: Approve with conditions (Historic Landmark Overlay approved for the property; building permit) Discussion: Commissioners agreed they 'could not move on this case without the Historic Landmark overlay'; Derr said 'the original house and the year built is the period of significance' and the proposed design 'would look odd on this street.' Outcome: tabled (6-0 (tabled to the April 22, 2015 meeting)) — moved Vick Cox, second Ashley Anderson
CA15-24 — 513 Smith Street

Other business: Citizen comment: Bethany McReynolds (1130 Pine Street) requested preservation guidelines for the Bellaire Addition. Telford asked staff to identify three-to-four significant properties at a time for landmark overlays, taking holdouts to Council if needed. Wilbanks said the evening 'was what the Historic Preservation Commission is about.' February 25 minutes approved.
Start of the Blazek carport saga; recorded vote tallies for CA15-20 and CA15-22 are internally contradictory (Anderson listed in both ayes and nays).
