Type: designation Staff rec: Approve Discussion: Somerfield said her goal was 'to protect her historic home and pay tribute to the Tillery's home and heritage.' Work: Historic Landmark overlay for the 1934 Lon L. and Kate Millican Oxford bungalow (application originally filed May 3, 2011). Type: designation Staff rec: Approve Discussion: Hoffman lovingly called her home a 'poor man's bungalow,' saying she deliberately moved from a new house to an older home and noting the prior owners lived there 50 years. Work: Historic Landmark Subdistrict overlay for the eight-structure First Baptist campus (1905 site; 1958 sanctuary; 'The Box'; 1960 former post office at 113 E. Texas). Type: designation Staff rec: Approve Discussion: Church representatives noted their September demolition approvals were conditioned on landmarking; Shope asked that Designation Merit Item 19, Part C be marked for identification with persons who 'significantly contributed to the culture and development of the city.' Outcome: approved (7-0) — moved Ted Ware, second Margaret Telford Conditions: Landmark Designation Form Item 19, Designation Merit, Part C marked applicable

CA15-74 — 313 East Franklin Street

Work: Continued from September: addition/renovation of contributing house -- Maykus resubmitted the original unrevised plans, which staff now recommended approving as compliant with the 2013 ordinance for non-landmarked properties. Type: addition, garage_outbuilding, porch Staff rec: Approve with condition (building permit) -- reversed from September denial recommendation Discussion: Maykus said his plans 'had already met the requirements' of the 2013 amendments and it was not necessary to meet the Secretary of the Interior's qualifications; neighbor Laura Hoffman 'did not want Grapevine to be like Coppell with all the old homes gone'; Councilman Mike Lease said 'the process' had worked. Maykus then withdrew the application, confirmed by Chairman Gilliam. Outcome: withdrawn

CA15-92 — 604 West Northwest Highway (Adams Addition; frontage at 701 East Wall Street)

Work: Re-plat the south portion of the landmarked Adams Addition property (Carl and Della Simmons homeplace) along East Wall Street into a six-lot single-family subdivision. Type: other Staff rec: Approve with conditions (re-plat approved by P&Z and City Council; permit) Discussion: Klempin said houses rather than commercial uses 'would be best here within the Township' despite past Starbucks/winery proposals for the stone house; Maykus committed to landmark the lots, 50-by-108-foot lots, no front-entry garages, detached rear two-car garages and 'all Craftsman style houses,' with each house returning to the Commission. Outcome: approved with conditions (7-0) — moved Margaret Telford, second Vick Cox Conditions: Re-plat approved by the Planning & Zoning Commission and City Council; Permit obtained from the Building Department; Lots to be landmarked as part of the re-plat (applicant commitment)

Type: other Discussion: Proposal prompted by a citizen request to better hear verbal exchanges during public hearings. Outcome: approved (6-0 (Shope left early)) — moved Margaret Telford, second Vick Cox
