Work: Historic Landmark overlay for the 1946 Higgins-Hilliard house (minimal traditional, contributing structure, College Heights Addition), Lots 3-5 Block 102 Type: designation Staff rec: Approval, to record the history of the property and give HPC input in its development Discussion: Staff traced ownership to Main Street druggists C. J. Wall and D. E. Austin and the musical Hilliard family; the owner landmarked the property 'in hope the Commission would approve the demolition' of the house for a replacement home. Outcome: approved with conditions (7-0) — moved Margaret Telford, second Vick Cox Conditions: Approved as submitted with the conditions as stated (proposed design guidelines for the property)

Work: Demolition of the contributing 1946 Higgins-Hilliard house to build a new 3,394 sf home with pool and two-car detached garage Type: demolition, new_construction Staff rec: Staff 'unable to support a recommendation for demolition'; urged a rear addition preserving the original structure and streetscape Discussion: Proctor called the house 'in deplorable condition' (foundation, black mold, lead paint, asbestos); commissioners pushed to keep the front walls and roofline in place, with Vick Cox applying his 'returning to Grapevine test' of 'Will the house be recognizable?'. On the city attorney's advice the case was tabled with goals to '1) preserve the front of the home in place; 2) Keep roofline as near as possible to the current roofline.' Outcome: tabled (7-0) — moved Sean Shope, second Vick Cox Conditions: Tabled to the February 24, 2016 meeting to work toward keeping the front of the home original as much as possible
