CA16-97 — 911 East Worth Street

Work: After-the-fact request to paint the exterior brick of the historic Leon Burke house (D. E. Box Addition HD) Sherwin Williams SW 7028 white; owner had painted without a CA and was cited by Code Enforcement (Citation 00137) Type: paint Staff rec: Deny; per the D. E. Box Design Guidelines 'brick shall not be painted' Discussion: Childs said he 'had been unaware this area was a historic preserved district' and that stripping the paint was cost prohibitive; Heritage Foundation chairman Dr. Curtis Ratliff warned 'not enforcing the ordinance is a slippery slope... losing one tooth at a time until there will be no teeth or ordinance left.' Telford's motion to close the hearing died for lack of a second; commissioners asked for removal-cost samples (chemical peel, walnut/pecan shell blasting) before the next meeting. Outcome: continued (7-0) — moved Ashley Anderson, second Chuck Voelker Conditions: Public hearing continued to the November 9, 2016 meeting for paint-removal test results and cost quotes

CA16-98 — 423 South Main Street (Tolbert's Restaurant)

Work: Install a 16 ft x 38 ft western-scene mural by artist Stylle Reed on the exterior south wall along Franklin Street, depicting Denton Creek with distance signs to Grapevine and Terlingua Type: paint, sign Staff rec: Approval with the condition a permit be obtained from the Building Department Discussion: Klempin said murals 'were a part of Grapevine's history' (Masonic Lodge, Wood Building); Anderson found it 'odd to have another city's name on the building' regarding the Terlingua theme, and commissioners debated the mileage shown on the directional signs. Outcome: approved with conditions (6-1) — moved Vick Cox, second R. Lee Derr Dissent: Ashley Anderson Conditions: Permit obtained from the Building Department
