CA16-97 — 911 East Worth Street

Work: Continued enforcement case on the white-painted brick of the historic Leon Burke house; resolution via paint removal Type: paint Staff rec: Deny painting the brick SW 7028 white (staff recommendation unchanged) Discussion: Klempin reported staff observed removal sampling and 'the paint had been removed in two of the sample areas with no damage to the brick' (crushed glass, walnut and sand blasting tested); Telford 'noted the blasting had been effective and looked good.' Per City Attorney Boyle's framing, the motion approved stripping rather than the paint. Outcome: approved with conditions (6-0) — moved Ted Ware, second Margaret Telford Conditions: Paint to be removed from the brick using crushed glass or shell blasting as shown in the samples

CA16-103 — 216 West Wall Street

Work: Rework existing parking lot (add spaces incl. ADA), renovate the original house and construct a new one-story addition for a real estate office (West Wall Street Historic District); architect Gary Skotnicki Type: addition, hardscape Staff rec: Approval with conditions (permit; exterior materials by separate staff-approved CAs) Discussion: Adjoining business neighbor Mike Kellerman described 'five months of abuse' with his drive entry blocked and his driveway used '75 percent by his neighbor'; Ware said the parking dispute was 'not in the commission's authority,' and Skotnicki offered to move the addition to the west. Outcome: approved with conditions (5-1) — moved Vick Cox, second Chuck Voelker Dissent: Eric Gilliland Conditions: Permit obtained from the Building Department; All exterior materials, windows, doors and door hardware, light fixtures and paint colors approved under separate CA(s)

Work: Remove east-side addition, restore the 1908 house and detached garage, add a one-car garage bay (variance to 1,100 sf total garage) and build a new 1 1/2-story addition with partial basement; landmarked, College Street Residential Historic District; architect John Allender Type: addition, garage_outbuilding Staff rec: Approve with conditions including a variance for the garage bay addition Discussion: Commissioners 'all agreed the presentation of the square footage numbers were confusing' and City Attorney Boyle 'requested time to look at the math'; Gilliland objected that the plans 'drastically change the front of the building.' Outcome: continued (6-0) — moved Sean Shope, second Vick Cox Conditions: Case continued to the December 14, 2016 meeting for clarity on square footage and the variance

Work: Renovate the 1951 Norris L. Graham House and construct a new 575 sf one-story rear addition (kitchen expansion, master suite), D. E. CA16-108 — 528 South Dooley Street ⭐College St

Work: Remove non-contributing below-grade garage (converted to living space) and construct a new 1 1/2-story addition to the 1944 Ted Willhoite House (landmarked, within College Street Residential Historic District boundary) Type: addition, garage_outbuilding Staff rec: Staff had recommended approval of the plans Discussion: Mr. Darden withdrew his current application and would resubmit for the December 14, 2016 meeting. Outcome: withdrawn
