Work: Remove non-contributing carport, bath and laundry additions; renovate the original 1908 George Hurst House (landmarked, contributing); construct a new one-story addition (2,779 sf living area) and a detached 1,008 sf two-car garage/workshop with a size variance; architect Scott Buchanan. (Agenda lists 613 East Wall Street; minutes body repeats '404 East Wall Street.') Type: addition, garage_outbuilding Staff rec: Approve with conditions, including a variance for the garage to exceed 500 sf while total structures stay below the 3,400/500/200 sf maximums, 'therefore meeting the intent of the ordinance' Discussion: Cooper said he was 'honored the Lipscomb family would allow him to obtain their home as it is one of Grapevine's most original intact homes'; the barn-shaped garage roof 'was copied from the original barn structure,' and a letter of support from the neighboring Lyons family was read into the minutes. Ware called the home 'one of Grapevine's showplaces.' CA16-116 — 322 East College Street (Lots 2 & 4A, Block 22) ⭐College St

Work: Re-plat Lots 2 and 4A and reapportion part of Lot 2 to Lot 4A to build a new 3,369 sf period-style 1 1/2-story residence with attached 986 sf auto garage and 1,144 sf RV garage facing Hudgins Street, matching the Boone Lipscomb house brick; architect Russell Moran Type: new_construction, garage_outbuilding Staff rec: Approval with conditions (within the 3,400 sf total maximum for structures on the site) Discussion: Shope, concerned 'for the streetscape view for the new railroad in process,' asked Cooper to 'downplay the garage'; Cooper agreed to door selection, landscaping, an extended overhang and a gable centered over the middle garage doors. Liaison Hotelling and Attorney Boyle agreed the lot should be addressed as Hudgins Street. Outcome: approved with conditions (6-0) — moved R. Work: Re-plat Lot 2, Block 23 (20,091 sf) into two lots and relocate the historic McPherson Farmhouse (c. 1886, sandstone step inscribed August 21, 1886) and its 1960s garage from 900 Park Boulevard to Lot A at the corner of East College and South Dooley Streets Type: relocation Staff rec: Approve with conditions (permit; exterior materials by separate CA) Discussion: The McPherson family wished to donate the house to the City 'to be saved and retained in the Grapevine community' as the farm land is sold; the City would offer it by sealed-bid sale, with the house fronting College Street.
