Work: Historic Landmark designation of the 1909 Folk-Victorian Starr/Eidson house, a contributing structure to the Original Town National Register Historic District; proposed Design Guidelines presented. Type: designation Staff rec: Approval, to record the property's history and give HPC input in future development Discussion: Staff recounted the Starr family history (B. H. Starr Sr. was Grapevine's first mayor) and later owner Maxine Winfrey Eidson, Grapevine's librarian. Shope and Telford noted "Starr Frank wrote the music to the school song for Grapevine High School." Work: Staff recommendation on filing requirements and procedures: a checklist to be completed by applicants for new builds/additions heard by the Commission. Type: other Staff rec: Approve the checklist for all applicants for proposed new builds or additions scheduled for public hearing Discussion: Klempin said frequent users Neal Cooper and Dave Smith "were good with it"; Anderson advised being "cognizant of people finding it difficult"; Telford appreciated it, having seen applicants forced to return for lack of information. Shope asked staff to "update the language and bring it back to the next meeting." Outcome: tabled (7-0) — moved Ashley Anderson, second Chuck Voelker

Work: Staff recommendation to cap the number of cases heard at each regular meeting; overage carried to the next month. Type: other Staff rec: Establish a maximum of six cases per regular meeting agenda Discussion: Anderson asked if they were "making a rule not needed"; Ware said commissioners may hear four cases in 45 minutes or one case may take 45 minutes, and applicants are not "applicants" until ALL information is complete. Klempin noted he had 14 cases pending; Derr predicted cases will increase "with the train station coming." Outcome: approved (7-0) — moved Margaret Telford, second Chuck Voelker
