Work: Remove non-contributing wood deck and build a new 1 1/2-story addition with attached two-car garage on the 1902 W. R. Buckner House (contributing, College Street Residential Historic District), joined to the original house by a one-story link; variance for a projecting gable encroaching the south side-yard setback. Type: addition, garage_outbuilding Staff rec: Approve with conditions, including granting the side-yard variance for the projecting gable Discussion: Cooper said the design evoked Northeast barns "bridged to the house," giving the property a "dual face" on College and Scribner Streets. Ware noted they were "ending up with the clipped gables all over town," and Attorney Boyle asked that the motion expressly include the variance. Work: New two-story rear addition to the 1946 Higgins-Hilliard House (contributing, College Heights neighborhood; not landmarked) bringing living area to the 3,400 sq ft maximum, plus a new 498 sq ft detached two-car garage; cabana on site plan excluded from this application. Type: addition, garage_outbuilding Staff rec: Approve with conditions (building permit) Discussion: Derr was "concerned with the mass and the amount of roof" and with "almost doubling the height"; Cox countered that the oldest photograph showed a shed roof as proposed. Telford and Voelker objected to three small clerestory windows on the front elevation, and Proctor agreed to a single 30-by-60 window centered in their place. Outcome: approved with conditions (7-0) — moved Ashley Anderson, second Margaret Telford Conditions: A 30 by 60 window centered on the right front elevation replaces the three small clerestory windows; Building permit from the Building Department
