Work: Remove non-original rear wood deck, build a new one-story rear addition (total living area to the 3,400 sq ft max) and a new 624 sq ft two-car detached garage with storage on the 1865 Folk Victorian house (contributing, College Street Residential Historic District); variance to exceed the 500 sq ft garage cap using 124 sq ft of the storage-building allowance. Type: addition, garage_outbuilding Staff rec: Approve with conditions, including the garage-size variance Discussion: Smith called it "a beautiful, iconic house... the kind of home you want to visit; not live there," essentially one-bedroom. Type: designation Staff rec: Approve the proposed Historic Landmark Sub-district overlay Discussion: Though non-contributing, commissioners said the overlay "would retain the culture of post-World War II" Grapevine; Telford added it dates from "the period when Grapevine Lake was being built." Work: Move the existing 678 sq ft house to the rear of the lot and renovate it into a 590 sq ft detached two-car garage (kept looking like a guest house), and build a new 2,561 sq ft 1 1/2-story period-style house with the "Cameron Lumber swoosh" roofline. Type: relocation, new_construction, garage_outbuilding Staff rec: Approve with conditions; staff had "put a lot of thought into this so as not to demolish another house" Discussion: Cox noted Cooper could have demolished the house within his rights but "yielded to the Historic Preservation Commission's charge to save any original heritage," and thanked him. Shope asked that the roof massing on the west elevation be broken up with a window or dormer; Cooper agreed to work on it. Type: new_construction, addition Staff rec: Approve with conditions (design compatible with the Wallis Hotel across Texas Street) Discussion: Shope recused himself with a notarized conflict-of-interest affidavit and Anderson chaired. Kinzel said he was "having to turn away events for parties of 50 to 75 people"; neighbor Lemoine Wright urged support; Cox praised the "balance with the Wallis Hotel" but said "the entrance to the courtyard would need more work," where a blacksmith-built water feature is planned on the site of Grapevine's original blacksmith shop.
