Work: Repaint the previously painted exterior brick of the 1955 Dorothy Bess Francesco House (D. E. Box Addition) in Sherwin Williams SW 6257 "Gibraltar" dark grey. Type: paint Staff rec: Deny; the D. E. Box Design Guidelines state "brick shall not be painted," and staff suggested paint removal (chemical peel or walnut/pecan shell blasting) with GTRP grant eligibility Discussion: Huppert said removal would cost "eight to ten thousand dollars" with unknown results; Telford quoted the ordinance that "brick shall not be painted" and remembered the house as red brick; Cox said this "was not a hardship." Shope explained the Commission "is very serious in interpreting the ordinance," while trim paint and windows meeting specifications could still be staff-approved. Outcome: denied (7-0) — moved Chuck Voelker, second Eric Gilliland
CA17-80 — 403 East Worth Street
Work: New one-story period-style rear addition (1,001 sq ft, total 3,373 sq ft) to renovate the 1933 Tudor Revival Goad House, a contributing structure in the Original Town Historic District; deteriorated swimming pool to be removed. Type: addition Staff rec: Approve with conditions Discussion: Archer said the tight side yards meant "the addition would have to come straight off the back"; original six-over-six windows are being kept, with one gable window changed only to meet egress code. The existing pre-ordinance garage exceeds the 500 sq ft cap by 39 sq ft. Outcome: approved with conditions (7-0) — moved Margaret Telford, second Chuck Voelker Conditions: All exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures approved on separate Certificate(s) of Appropriateness

Shope announced Vice Chairman R. Lee Derr had not reapplied and is moving from Grapevine; he served 1998-2017, the longest tenure other than previous chairman Burl Gilliam. First and only outright denial of 2017 (CA17-78 brick repaint). Adjourned 6:50 p.m.
