CA18-06 — 221 Austin Street

Work: Construct a new 3,159 sq ft, 1 1/2-story period style house with attached garage on the newly landmarked vacant lot (38.4% lot coverage, 26 ft height). Type: new_construction Staff rec: approval with conditions (alternate north elevation further developed to reduce roof massing and scale) Discussion: Roof massing toward the small adjoining Estill Street house dominated: Voelker's 'issue was the east (rear) side of the house over the small existing house,' and neighbor Wanda Howard said 'she was overwhelmed.' A first motion requiring staff, applicant and owners to 'work out a solution' was withdrawn after designer Scott Buchanan said the owners wanted the original elevation and called the alternate plans 'not architecturally cohesive'; the hearing was reopened and the Commission approved the original elevations against staff's massing condition. Outcome: approved with conditions (6-1) — moved Ashley Anderson, second Eric Gilliland Dissent: Sean Shope Conditions: Approved for the original elevations presented to staff with no further development; Building permit obtained from the Building Department; All exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures approved on separate Certificate(s) of Appropriateness

Unusually contentious hearing on CA18-06 with a motion made, halted by the City Attorney, withdrawn, and the public hearing reopened; Chairman Shope cast the year's only chair dissent after urging the Estill Street massing 'be softened.'
