Work: Construct a new 3,159 sq ft, 1 1/2-story period style house with attached garage on the newly landmarked vacant lot (38.4% lot coverage, 26 ft height). Type: new_construction Staff rec: approval with conditions (alternate north elevation further developed to reduce roof massing and scale) Discussion: Roof massing toward the small adjoining Estill Street house dominated: Voelker's 'issue was the east (rear) side of the house over the small existing house,' and neighbor Wanda Howard said 'she was overwhelmed.' A first motion requiring staff, applicant and owners to 'work out a solution' was withdrawn after designer Scott Buchanan said the owners wanted the original elevation and called the alternate plans 'not architecturally cohesive'; the hearing was reopened and the Commission approved the original elevations against staff's massing condition.
