Work: At the landmarked 1917 Claudia Andrews Millican Perlick House (bungalow): construct a 901 sq ft rear addition (total living area 2,027 sq ft) and a new 424 sq ft detached two-car garage with access from Austin Street. Type: addition, garage_outbuilding Staff rec: Approve (found in compliance with all ten Secretary of the Interior criteria) Discussion: Telford noted "the detached sun room had been the garage"; there was otherwise little debate on this staff-endorsed bungalow addition. Outcome: approved with conditions (5-0) — moved Margaret Telford, second Chuck Voelker Conditions: Exterior materials (roofing, siding, trim, doors/hardware, windows, light fixtures) staff-approved under separate CA(s); Building permit obtained
CA19-60 — 822 East Wall Street
Work: Demolish the structurally deteriorated 396 sq ft one-car detached garage (rotted framing, failed foundation) and build a new detached one-car garage in the same location. Type: demolition, garage_outbuilding Staff rec: Approve with conditions (staff verified the deteriorated condition on site) Discussion: Staff said the replacement "will not change the streetscape," and Telford quipped it would be good "to not fear the garage falling in on the car." With no applicant present, Klempin confirmed the homeowners were happy and would rebuild at eight feet plus two. Outcome: approved with conditions (5-0) — moved Jason Parker, second Margaret Telford Conditions: Garage built minimum 10 feet from the house per zoning; Exterior materials staff-approved under separate CA(s); Building permit obtained
CA19-70 — 214 East College Street ⭐College St
Work: At the 1908 Hollingsworth House (home of Dr. O. O. Hollingsworth, Grapevine mayor 1917-18; office use since the 1970s): restore original windows on front/east/west elevations with wavy glass, relocate three original rear windows to the front dormer, and replace 25 deteriorated rear/end wood windows with JELD-WEN wood windows. Type: windows Staff rec: Approve (window-by-window condition evaluation presented per SOI criteria) Discussion: Applicant Drew attributed the deterioration to "a lack of maintenance through the years" and agreed to the wavy glass; a JELD-WEN sample was passed around. Parker "stated his appreciation to Mr. Drew for his care to save the original windows as possible." Outcome: approved with conditions (5-0) — moved Margaret Telford, second Jason Parker Conditions: Permit obtained from the Building Department
