Work: Adapt the former Dorris House carriage house (College Heights Historic District, retail since the 1970s) for a barbershop and wig shop: remove non-original windows and widen openings for paired wood windows on the north end, new wood French doors with sidelights, French doors in the center bay, and a new 240 sq ft wood pergola on the west side. Type: windows, doors, other Staff rec: Approve with conditions (found in compliance with Secretary of the Interior Standards) Discussion: Staff explained the wider wood windows would "allow better visibility to College Street from the barber shop" and the pergola would give wig-shop patrons "a sheltered outdoor sitting area"; the pergola counts as a garden structure, not living area. Outcome: approved with conditions (7-0) — moved Margaret Telford, second Eric Gilliland Conditions: Building permit obtained; Exterior materials, finishes, paint colors, doors/hardware, windows and light fixtures approved on separate CA(s)

Work: Renovate the 1938 Yates-Allison House as open-concept museum display space for IPAT's hand-painted porcelain collection: replace damaged front siding and non-original columns, and build a 600 sq ft rear addition housing an active teaching kiln and secure storage (total 1,765 sq ft). Type: addition, siding, other Staff rec: Approve with conditions (in compliance with Secretary of the Interior Standards) Discussion: The organization plans to open the house to the public during Grapevine festivals with "an attractive display to showcase its products," including live kiln demonstrations; the hearing drew no recorded debate.
