Work: Construct new projecting metal-roofed awning over the sidewalk on the south side of the building to shelter outdoor dining, modeled on the historic rolled awning of the 1899 J. E. Foust & Co. building at 334 South Main, with open ends for prevailing breezes. Type: other Staff rec: Approve with conditions (design follows Main Street Commercial Historic District guidelines) Discussion: The Ryans, present by telephone, said the case was as HPO Klempin presented. Voelker asked how the roughly 10-foot projection over the walkway compared with other Main Street businesses; Klempin said it was similar, and Shope complimented the Ryans' 'design appropriateness.' Work: Front-yard pergola case, tabled in October for a less massive redesign and delayed in November by the architect's COVID-19 illness; on December 8 the owner asked that it be withdrawn, saying 'he may submit a new project at another time.' Type: hardscape, other Staff rec: Observe the owner's withdrawal request Discussion: Klempin recapped the two continuances and reported the owner's December 8 withdrawal request. Work: Remove the nine remaining original 1953 Steelcase single-hung awning-style steel windows from the landmarked Cosnahan House and replace with Don Young bronze anodized aluminum windows matching the new rear addition. Type: windows Staff rec: Deny - removal would violate Secretary of the Interior Standards 2, 5 and 6 (retain distinctive features; repair rather than replace) and D. E. Box Historic District guidelines Discussion: Gravatt argued the steel windows would not close or lock and were a safety issue; Telford asked 'if he was a window expert,' recalling the Cosnahan House was 'very high end.' Parker twice pressed to deny outright, but City Attorney Boyle advised tabling to January 27, 2021, and Voelker insisted on 'an impartial expert evaluation for each window' with photographs and a plan.
