Work: Demolish rear storage units and the 1970 Butler building; construct a new 15,026 sq ft two-story commissary building including a Quonset structure with two loading docks, mezzanine, warehouse and indoor parking, corrugated metal siding as 'tribute to Grapevine's agricultural heritage' Type: demolition, new_construction Staff rec: Approve with conditions (parking plan approved by P&Z and City Council; permit; exterior materials on separate CAs) Discussion: Neighbors Valarie Jolly (317 S. Church) and Susan Sporl (320 S. Church) protested the industrial scale next to 'a residential neighborhood' - Jolly said the Roanoke Quonset example 'is too tall, and this proposed building is 10 feet taller,' asking for no more than 20 feet on Church Street. Council Liaison Slechta pushed a 30-foot setback and losing the awning; Shope said 'the awning softened the structure' if reduced, and Goury agreed he could reduce it. Gilliland said 'he would prefer to see the revised plans as noted before taking a vote.' Outcome: approved with conditions (6-1) — moved Darren Temple, second Chuck Voelker Dissent: Eric Gilliland Conditions: 30-foot setback on South Church Street with building height and reduced awning on that side not to exceed 20 feet; Parking plan approved by the Planning and Zoning Commission and City Council; Permit obtained from the Building Department; All exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures approved on separate Certificate(s) of Appropriateness

Only contested hearing of the year: neighbor opposition to the Goury Quonset commissary produced height/setback conditions negotiated from the dais and the year's only split vote (6-1, Gilliland dissenting).
