Work: Renovate the exteriors of three 1948 lake-visitor cottages behind the Jackson House (landmarked 2000), raising the roofs of Cottages 1 and 2 while keeping the exact footprints Type: roof, other Staff rec: Approve with conditions (BZA approval of roof-height increase on Cottages 1 and 2; permit; materials on separate CAs) Discussion: Goury said he was 'staying within the exact footprint of each structure but raising the roof for the feel of more room, not expanding, but adding volume,' adding 'his neighbors are ready for the restoration of the cottages.' Work: After-the-fact request to keep vinyl windows installed without a permit or CA in place of the removed aluminum windows of the 1950 L. C. Highnote House (exterior restored 2016) Type: windows Staff rec: Deny; vinyl windows 'not to be in compliance with the Secretary of Interior Standards' - staff urged one-over-one aluminum, wood or metal-clad wood replacements Discussion: Horn said Andersen 100 Series windows 'look better for the integrity of the house' at a 'more tolerable price' than the staff options; Klempin countered the house is landmarked and 'the windows referred to are not appropriate for 1950.' After denial, Attorney Boyle stressed the outcome 'does not mean that is the end of the road' and that the city's 'gate keeping process was not effective because the contractor did not meet his fundamental threshold obligation of making application for a building permit.' Zatar said he and his wife 'appreciate Grapevine, their children were born here,' and thanked the HPO for his help.
