CA21-74 — 404 East Wall Street

Work: Continued from March 2: third structure (240 sq ft detached stone building), fourth structure (432 sq ft solid-roof pavilion), 6-ft wrought iron rear fence and 3-ft wood two-rail front fence at the 1908 George Hurst House. Type: garage_outbuilding, fence Staff rec: Deny the stone building and pavilion; approve the two fences with conditions Discussion: Cooper told staff he had "decided to stick with the original plans" rather than substitute a pergola, and re-argued lot size, coverage and the "definition of 'pavilion'"; City Attorney Boyle fielded questions on what a pavilion is. Voelker first moved to deny the whole CA, then amended the motion to a split decision. Outcome: other (7-0) — moved Chuck Voelker, second Jim Niewald Conditions: Denied: construction of the detached stone building and pavilion; Approved: six-foot wrought iron fence in the rear yard and three-foot wood two-rail post fence in the front yard

CA22-04 — 422 Austin Street

Work: Re-plat four existing College Heights Addition lots (5, 6, 7 & 8) into three larger lots (5A, 6A, 7A); Austin Street right-of-way setbacks preclude four houses but allow three. Type: other Staff rec: Approve with conditions (Planning & Zoning Commission and City Council approve the final plat) Discussion: Zonker made a brief presentation and, with Klempin, confirmed "the intended use of the property is residential." Staff found the re-plat in compliance with the Secretary of the Interior Standards. Outcome: approved with conditions (7-0) — moved Margaret Telford, second Darren Temple Conditions: Planning and Zoning Commission and City Council approve the final plat

HL22-01 — 422 Austin Street

Work: Historic Landmark Subdistrict overlay for four lots (one with a small two-room brick structure, three vacant) in the College Heights Addition, ahead of re-platting and new period-appropriate houses. Type: designation Staff rec: Approve the proposed Historic Landmark Subdistrict overlay Discussion: The designation cites five of twelve categories of historic significance; the College Heights Addition, established 1907, is "a cohesive grouping of residential buildings" representing Grapevine's late 19th/early 20th century residential history. Klempin and Zonker answered questions. Outcome: approved (7-0) — moved Margaret Telford, second Eric Gilliland

CA22-08 — 422 Austin Street (Lot 7A)

Work: Demolish the deteriorated 1960s brick former Ticknor Properties office (found non-contributing) and build a new period-style 2-story residence (2,887 sq ft) with a 499 sq ft detached 2-car garage; plans by architect Russell Moran. Type: demolition, new_construction, garage_outbuilding Staff rec: Approve with conditions Discussion: Staff review under the Secretary of the Interior Standards found the building "a non-contributing structure to the College Heights Addition." The Commission determined the proposed structures are under the coverage guidelines. Outcome: approved with conditions (7-0) — moved Darren Temple, second Eric Gilliland Conditions: Planning and Zoning Commission and City Council approve the re-plat of the lot; Permit obtained from the Building Department; All exterior materials, windows, doors and door hardware, exterior light fixtures and paint colors approved under a separate Certificate of Appropriateness

Type: new_construction, garage_outbuilding Staff rec: Approve with conditions Discussion: Zonker said they had spoken with the neighbor to the east, and the Commission discussed "the windows and the effect of this proposal on the property to the east."
