Cosnahan House. Type: windows Staff rec: Deny; removal would violate Secretary of the Interior Standards 2, 5 and 6 (retain distinctive features; repair rather than replace) Discussion: Gravatt recounted that his installer had removed and destroyed the original Steelcase windows in 2020 and stated "he does not believe the Commission should have the right to tell him what to do with his house." City Attorney Boyle countered that "the property owner did not follow the process." Outcome: denied (6-0) — moved Darren Temple, second Margaret Telford

Work: Renovate the existing 1,478 sq ft house preserving the street view, construct a new two-story 1,890 sq ft rear addition, and a new 465 sq ft detached two-car garage with breezeway and covered patio (property not currently landmarked). Type: addition, garage_outbuilding Staff rec: Approve with conditions Discussion: There were no questions for Finn; Klempin answered questions about the proposal. Telford "encouraged the homeowners to landmark the property." CA22-15 — 504 West College Street ⭐College St

Type: garage_outbuilding Staff rec: Approve with conditions, including the variance recommended by the HPO, CVB Director and Building Official Discussion: House plus garage would hit exactly the 4,100 sq ft maximum for all structures; building coverage is 18% on the 21,300 sq ft lot. Klempin answered questions about the proposal. Outcome: approved with conditions (6-0) — moved Darren Temple, second Margaret Telford Conditions: Variance granted to combine the 500 sq ft garage and 200 sq ft storage building allowed by the Preservation Ordinance; Building permit obtained from the Building Department; All exterior materials, windows, doors and door hardware, light fixtures and paint colors approved under a separate Certificate of Appropriateness
