HL22-02 — 216 East Northwest Highway

Work: Historic Landmark Overlay on the vacant, deteriorated 1954 Thweatt gasoline/service station property, under contract for retail redevelopment. Type: designation Staff rec: Approve, "to record the history of the property and to allow the Historic Preservation Commission to have input in the future development of the property" Discussion: Wright presented the item and "identified the environmental issues that this property faces regarding new development." Outcome: approved (4-0) — moved Chuck Voelker, second Eric Gilliland

CA22-23 — 216 East Northwest Highway

Work: Demolish the 1954 Thweatt gasoline/service station building and construct two new retail buildings "reflecting the architectural style of 1920s Grapevine commercial buildings" on the combined 216/306 East Northwest Highway lot. Type: demolition, new_construction Staff rec: Approve with conditions Discussion: Klempin reported the building "has structural issues and has reached the end of its life" and its lot placement hinders development; CVB Director McCallum said the proposed buildings are "in line with the historic period of significance of the township." Wilbanks voted against after Commission discussion. Outcome: approved with conditions (3-1) — moved Chuck Voelker, second Eric Gilliland Dissent: Paula Wilbanks Conditions: Historic Overlay HL22-02 approved for the property; City Council approves re-platting of 216 and 306 East Northwest Highway into one property; Site plan obtained from the Planning Services Department; Permit obtained from the Building Department

Commissioner Telford chaired with only four members present (Chairman Shope absent). Wilbanks' 3-1 vote against the Thweatt station demolition was the only dissenting vote recorded all year.
