CA22-65 — 701 South Main Street (Founders Building, Cotton Belt Railroad Historic District)

Work: Construct a historic vehicle display pavilion in front of the Founders Building: wood-framed storefront with plate glass, retractable folding glass doors north and south, board-and-batten siding matching the Founders Building. Type: new_construction Discussion: Telford urged 'a new design to make it a more of a purposeful design to blend with the other buildings around it'; Niewald questioned the 'highest and best use of the property.' Bunn 'likes the idea functionally but recognizes and agrees that the building proposal is not approvable yet,' and commissioners suggested attaching the pavilion to the Founders Building with a porch structure. Outcome: tabled (7-0) — moved Jim Niewald, second Ashley Anderson

CA23-08 — 814 East Wall Street (1948 S. M. Payne House, D. E. Box Addition Historic District)

Work: Construct a new 2,291 sq ft one-story addition to the sides and rear of the original 1,030 sq ft house; construct a new 779 sq ft two-car detached garage with workspace (total 4,100 sq ft, the ordinance maximum). Type: addition, garage_outbuilding Staff rec: Approve with conditions (variance combining 500 sq ft garage + 200 sq ft storage + 79 sq ft living-area allowances for the 779 sq ft garage; building permit; separate CA for exterior materials, finishes, paint, doors, windows, light fixtures) Discussion: Telford recounted the history of Mr. Payne of the First National Bank of Grapevine and later owner Frank Dobecka. Klempin noted 'the house is a Cameron House and the additions are appropriate to that style,' with the roof ridge about 9 feet taller than existing. Outcome: approved with conditions (7-0) — moved Margaret Telford, second Jim Niewald Conditions: Variance granted for the 779 sq ft two-car garage combining the 500 sq ft garage, 200 sq ft accessory storage building and 79 sq ft of house living-area allowances; Building permit obtained from the Building Services Department; All exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures approved on separate Certificate(s) of Appropriateness

CA23-10 — 604 Austin Street

Work: Construct a new 2,848 sq ft two-story period-style house and a 1,108 sq ft detached garage with workshop on a vacant, non-landmarked lot inside the Grapevine Historic Township boundary. Type: new_construction, garage_outbuilding Staff rec: Approve with conditions (variance for roof-ridge encroachment into the side yard setback plane; variance for the 1,108 sq ft garage combining 500+200+408 sq ft allowances; building permit) Discussion: Wendy Alise said that when they built at 606 Austin in 1999 'they were never told that their property was located in the Historic Township Boundary' and that the design 'fits into the community.' Klempin noted the ordinance is being updated with Architexas to allow ridge lines parallel to the street; Telford said the house 'will enhance the landscape' and Shope said 'the street scape looks good.' Outcome: approved with conditions (7-0) — moved Margaret Telford, second Eric Gilliland Conditions: Variance granted for the roof-ridge encroachment into the side yard setback plane; Variance granted for the 1,108 sq ft detached garage with workshop combining the 500 sq ft garage, 200 sq ft storage building and 408 sq ft of house living-area allowances; Building permit obtained from the Building Services Department

CA23-19 — 324 South Church Street (former Scribner House lot, landmarked 2008)

Work: Revisions to Commission-approved May 26, 2021 plans for a new 1-1/2 story house: remove the rear covered porch and steps and the one-car detached garage; construct a new outdoor open-air pavilion in the northwest corner of the rear yard to serve a future swimming pool. Type: garage_outbuilding, porch, other Staff rec: Approve with conditions (revisions per attached plans following the 2013-23 Preservation Ordinance and property Design Guidelines) Discussion: Mr. Drain spoke briefly about 'the long process and that he is ready to get started.' No objections were raised and the revisions passed unanimously. Outcome: approved (7-0) — moved Eric Gilliland
