Work: Historic Landmark Designation (subdistrict overlay) for the 1947 L. G. Chasteen House, a 780 sq ft minimal traditional Cameron Home with original one-car garage, contributing to the Original Town National Register Historic District. Type: designation Staff rec: Approve (overlay records the property's history and gives the Commission input into development) Discussion: Klempin traced the house to the Chasteen family, tied by marriage to Grapevine mayor Willis Pirkle, and described its intact #105 wood siding, six-over-six wood windows and handmade tilt-up garage door. CA23-27 — 404 East Franklin Street
Work: Demolish the original one-car garage; construct a new 507 sq ft detached two-car garage with storage above; construct 1,687 sq ft of one-story additions and renovate the existing 780 sq ft house. Type: demolition, garage_outbuilding, addition Staff rec: Approve with conditions (HL23-01 approved; salvage the original #105 siding from the garage for house repairs; separate CA for exterior materials; final plat approved by City Council; building permit) Discussion: Ewbank said they 'have been in the Township and love the district' and plan to downsize; Gilliland asked about Cameron houses and Klempin said 'there are over 40 unique, original Cameron house and garage structures still standing.' Anderson's motion removed the BZA-approval condition as not required; Gilliland cast the lone nay. Work: Revisions to CA23-05 approved plans: relocate the 995 sq ft two-car detached garage 15 feet further south, add a storage area, and add a connecting porte cochere/covered walkway to the house. Type: garage_outbuilding, porch Staff rec: Approve with conditions (separate CA for exterior materials, windows, doors, hardware, light fixtures; building permit) Discussion: Telford asked about the garage second floor and porte cochere roofing; Klempin said the upper level is storage and the roof is composition shingle. Meyer asked about the dormer, which increases storage space and light. Work: Construct the Agricultural Vehicle Display Pavilion in front of the Founders Building (revised after tabling: extended to the Founders Building west wall, new west porch facing Main Street, upward-folding glass doors) to display the 1870s Studebaker farm wagon, 1920s steam tractor, 1932 farm truck and 'Miss Grapevine' grape crusher. Type: new_construction Staff rec: Approve with conditions (separate CA(s) for all exterior materials, finishes, paint, doors, hardware, windows, light fixtures; building permit) Discussion: McCallum presented each historic vehicle and said the pavilion will 'tie the Depot and the rail road together with the agriculture pieces, and tell the agriculture story of Grapevine.' After tablings at the April 26 and May 24 meetings for redesign, the revised plans passed unanimously.
