CA23-01 — 840 East Texas Street (1953 Historic Cosnahan House)

Work: After-the-fact approval of a 352 sq ft addition to the rear of the garage (built without required drawings, CA or building permit; notice of violation served June 7, 2023), plus a small salvaged-brick wall on the front of the house to screen garbage cans. Type: garage_outbuilding, addition Staff rec: Approve with conditions (building permit obtained from Building Services Department) Discussion: Staff discovered the completed addition on June 2, 2023 and Code Enforcement served a notice of violation; the owner then submitted plans. Asked by Niewald whether he had applied for a building permit, Gravatt 'said no, he was wanting to get Historic Preservation approval first'; Niewald cast the lone nay. Outcome: approved (6-1) — moved Margaret Telford, second Theresa Meyer Dissent: Jim Niewald

CA23-37 — 215 East Franklin Street

Work: Construct a new 526 sq ft addition (master suite) at the rear of the original 1,210 sq ft house in the existing carport area, and a new 248 sq ft covered porch at the rear. Type: addition, porch Staff rec: Approve with conditions (BZA special exception for the existing front-yard encroachment; building permit) Discussion: Resident Alexa Robinson said they have been leasing-to-purchase since 2019, 'fell in love with this city' and will 'soon be a family of five.' Neighbor Jeff Kenny confirmed the driveway 'is not shared' and poses no issue. Outcome: approved with conditions (7-0) — moved Ashley Anderson, second Eric Gilliland Conditions: Special exception approved by the Board of Zoning Adjustment for the existing dwelling's front-yard encroachment into the R-7.5 minimum front yard setback; Building permit obtained from the Building Services Department

CA23-45 — 324 Ruth Street (1953 Wayne C. Goodenough House, D. E. Box Addition Historic District)

Work: Enclose the existing one-car detached garage as living space; construct a new 541 sq ft two-car detached garage; construct a 2,057 sq ft one-story addition and renovate the existing Cameron home. Type: addition, garage_outbuilding Staff rec: Approve with conditions (variance for 541 sq ft garage combining 500 sq ft garage + 41 sq ft allowances; variances for expansion along the north property line and garage 10 ft from the west line; separate CA for exterior materials; building permit) Discussion: Telford shared the history of second owners Charles and Etta Lee Schaedel, whose daughter Dr. Minnie Lee Lancaster co-founded Grapevine Memorial Hospital in 1953. Garcia 'noticed the large size of the building proposed'; Klempin said the lot is 'big enough to accommodate the house and the garage.' Outcome: approved with conditions (7-0) Conditions: Variance granted for the 541 sq ft garage combining the maximum 500 sq ft garage allowance with 41 additional sq ft; Variances for the expansion along the north property line and for the new garage located 10 ft from the west property line; All exterior materials, windows, doors and hardware, light fixtures and paint colors approved under a separate Certificate of Appropriateness; Building permit obtained from the Building Services Department
