HL23-02 — 317 South Church Street (1917 Foster, Jordan, Farris House / House of Colors Addition)#

Work: Historic Landmark Subdistrict overlay for the 1917 Folk-Victorian house (heavily altered in the 1990s), its 1940s one-car garage, and the site of the Ambrose and Susan Foster cabin. Type: designation Staff rec: Approve (overlay records the property's history and gives the Commission input on development within the Historic Township boundary) Discussion: Klempin described large flat sandstones behind the house, confirmed by John Nash and tied to 'one of the earliest surveys of Grapevine during the development of the Peace Treaty,' which he and Sallie Andrews are researching. Shope asked about the period of significance; Klempin said the property is to be named the 1917 Foster, Jordan, Farris House. Outcome: approved (6-0) — moved Theresa Meyer, second Jana Garcia

CA23-50 — 317 South Church Street#

Work: Demolish the existing 1,305 sq ft house; relocate the original one-car detached garage ('red barn') to the rear of the site; construct a new 3,186 sq ft office/exhibit building for the House of Shine replicating the street view of the current house. Type: demolition, relocation, new_construction Staff rec: Approve with conditions (HL23-02 approved; separate CA for exterior materials; conditional use permit with site plan approved by City Council; building permit) Discussion: Telford asked 'if the HPC allows them to demolish the house, would it be setting a new precedent' and suggested keeping an arch or doorway; Bunn warned 'we don't want it to become a replica district'; Shope said he was 'struggling with what was there before' and floated the original 1917 pyramidal roof. Archer countered that 'they don't know where the old ends and the new begins' after the 1990s alterations; the motion carried over Telford's lone nay. CA23-67 — 120 South Main Street (1995 Cantrell Retail Building)#

Work: After-the-fact replacement of the 17 original canvas awnings with rolled, galvanized standing-seam metal awnings on new metal frames (canvas removed and green pre-painted panels being installed without a CA or permit; job stopped September 1, 2023; green panels replaced by galvanized 'Champaign' finish similar to Tolbert's). Type: other Staff rec: Approve with conditions (building permit; final shop drawings staff-approved on a separate CA) Discussion: Staff halted the unpermitted installation; the Cantrells 'said they did not know they needed a Certificate of Appropriateness or a Building Permit.' Gary Cantrell noted canvas had been replaced three times since 1996 ($35,000 canvas vs $55,000 metal) and the 'Champaign' color 'looks pre-weathered'; staff found galvanized rolled-edge metal period-appropriate to the 1920s-era elevations.
