Work: Robert Lucas House (1924 bungalow): remove the south-side addition, restore the original house, construct a new 1-1/2 story addition with basement, new walkway with trellis to the garage, renovate the existing garage with new attached trellis; Pella Architect Series Reserve wood hung windows to replicate originals (3,738 sq ft total; 40% lot coverage). Type: demolition, addition, windows, garage_outbuilding, hardscape Staff rec: Approve with conditions Discussion: Architect John Allender said the goal is "to respect the original footprint of the home and the massing ideas of the airplane bungalow craftsman style," replicating the 117 novelty siding and exposed rafter tails. Vice-Chairman Telford raised "concern regarding the basement and the water table in the Blackland Prairie area"; Allender said a geotech engineering group would address it. Commissioner Gilliland praised the window preservation approach and "the continuation of the exposed rafter tail elements."
