HL24-01 — 717 East Worth Street

Work: Historic Landmark Subdistrict overlay for the site of the deteriorated 1963 Tickner Apartment building, to record the property's history and give the HPC input over a proposed two-lot redevelopment with period-style homes under site-specific Design Guidelines. Type: designation Staff rec: Approve Discussion: Telford remembered "two small framed Craftsmen style houses" once on the site (her first-grade teacher lived in one) and is "happy that it is going back to what the area was originally intended for." Klempin cited a 1944 aerial photo showing the original houses and said "we are reverting back to the original single-family residential lots intent for the area." Outcome: approved (5-0) — moved Jim Niewald, second Margaret Telford

CA24-31 — 717 East Worth Street

Work: Demolish the one-story 9,138 sq ft Tickner Rental Apartment building (8 units, uninhabitable), its courtyard and driveways; redevelop into two 9,100 sq ft single-family residential lots fronting East Worth Street with rear detached garages. Type: demolition, other Staff rec: Approve with conditions Discussion: Cooper said property manager Bill Ticknor has been "working on some long-term plans for this site" and this will be "the first of multiple projects in the area" bringing conversions to the Township. Telford said she is "happy it will be returning to permanent residential properties verses apartments." Outcome: approved with conditions (5-0) — moved Margaret Telford, second Jana Garcia Conditions: Historic Landmark Overlay HL24-01 approved for the property; Zoning change for two single-family residential lots approved by P&Z and City Council; Replat approved by P&Z and City Council; New house plans to follow the property's Design Guidelines; all exterior materials, windows, doors and hardware, light fixtures and fences under separate Certificate of Appropriateness; Building permit to be obtained from the Building Services Department
