Work: Renovate and enlarge the existing 22' x 24' detached two-car garage with a 22 sq ft first-floor bump-out (variance drawing on the 200 sq ft storage-building allowance) and add a second-floor storage area with interior stair, relocated garage door, new east window and two roof dormers. Plans by architect Russell Moran. Type: garage_outbuilding, roof Staff rec: Approve with conditions Discussion: Owner Frank Kojder said the storage is needed because "his wife has lots of Christmas decorations." Commissioner Garcia asked about the setback from the west fence line "concerning the addition looking over into the neighbor's yard" (eight feet now, six feet after); Telford asked about the rear easement and Klempin confirmed the existing driveway is unchanged. Outcome: approved with conditions (7-0) — moved Margaret Telford, second Ashley Anderson Conditions: Building permit obtained from the Building Department; All exterior materials, finishes, paint colors, doors and hardware, windows, exterior light fixtures and fences approved on separate Certificate(s) of Appropriateness

CA24-63 — 713 East Texas Street

Work: Construct a new 410 sq ft, 22-foot-wide detached two-car garage (replacing a shed) in the rear yard, with a new driveway apron and curb cut to the paved rear alley easement accessed from Wood Street. Plans by architect Russell Moran. Type: garage_outbuilding, hardscape Staff rec: Approve with conditions Discussion: Neighbors Peggy Martinelli (Diamond Wood condo association director) and Andrew Coles objected over lack of notice, construction trucks blocking the condo-maintained drive, and garage height, with Martinelli urging front access from Texas Street instead. City Attorney Boyle clarified the Commission "is not in charge of the setbacks" and only assesses the appropriateness of the architecture; Klempin said this is "the only configuration to have a garage while preserving the tree" and that buyers of the house "require a garage approval before purchasing." Outcome: approved with conditions (7-0) — moved Taylor Bunn, second Jana Garcia Conditions: Building permit obtained from the Building Department; All exterior materials, finishes, paint colors, doors and hardware, windows, exterior light fixtures and fences approved on separate Certificate(s) of Appropriateness

Notable

Only contested hearing of the year: neighboring condo owners opposed the CA24-63 garage over alley access and construction impacts, but it passed 7-0 after the City Attorney limited the Commission's purview to architectural appropriateness.
