CA24-69 — 504 South Dooley Street

Work: Install 47 solar panels on the south-facing roof and west-facing garage roof of the historic 1923 John Dougherty House; panels were installed before any permit or CA was issued despite staff telling V3 Electric that only the 13 non-street-visible panels could be considered. Type: mechanical, roof Staff rec: deny Discussion: Klempin recounted that after warning V3 Electric the plan 'would need to be revised,' he drove by on February 1 and found the panels already installed with no permit and no CA; the panels are visible from South Dooley and East Franklin Streets. City Attorney Boyle said 'there is a two-step process that was not followed,' which would have caught the violation at the building-permit stage. Outcome: denied (7-0) — moved Theresa Meyer, second David Ewbank

CA25-06 — 422 South Dooley Street

Work: After-the-fact request to demolish the existing 459-square-foot two-car detached garage at the landmarked 1921 D. E. Box House; a building inspector found the garage had already been entirely demolished without HPC approval, and none of the ordinance-required demolition documentation was provided. Type: demolition, garage_outbuilding Staff rec: deny Discussion: Sanchez read a structural engineer's letter saying the garage had 'lost their load bearing capacity' and admitted 'it was a total mistake on my part.' Garcia said she felt he was 'asking for forgiveness instead of asking for permission,' and City Attorney Boyle publicly warned that the historic windows must be preserved or 'there will be citations, fines and punishment.' Outcome: denied (7-0) — moved Taylor Bunn, second Theresa Meyer Conditions: Denial included direction to Historic Preservation staff to give favorable consideration to a to-be-filed CA for reconstruction of the garage per the packet plans and elevations, with materials and trim to match the original house
