CA25-27 — 852 East Worth Street

Work: At the 1980 William Farmer House (Tudor Ranch style, D. E. Box Addition Historic District): renovate the existing attached two-car garage into a new master bedroom and bath, and construct a new 497-square-foot two-car attached side-entry garage opening onto Eckley Street (plans by architect Russell Moran). Type: addition, garage_outbuilding Staff rec: approve with conditions Discussion: Owner Madeleine Hummer said the family moved to Grapevine after peak COVID and they 'just want to add some charm and extra space to the living area.' Anderson said 'it is a lovely plan.' Outcome: approved with conditions (7-0) — moved Ashley Anderson, second Taylor Bunn Conditions: Permit for a new residential curb cut on Eckley Street from the Public Works Department; Repair of the curb within Eckley Street; removal of the existing driveway and replanting the area with groundcover and landscaping; All exterior materials, windows, doors and door hardware, and light fixtures to be approved under a separate Certificate of Appropriateness; Building permit to be obtained from the Building Department

CA25-36 — 839 East Worth Street

Work: Renovate the historic 1955 John R. Williams House (brick Traditional ranch, D. E. Box Addition) with a new 1,556-square-foot one-story addition (3,400 sq ft living area total) and construct a new 700-square-foot two-car detached garage with storage, combining the 500 sq ft garage and 200 sq ft storage-building allowances via variance. Type: addition, garage_outbuilding Staff rec: approve with conditions Discussion: Ewbank asked about the 'beautiful old tree' in the front yard; the owners said it would be trimmed and built around. Garcia asked about the garage height and exterior staircase; Klempin said the staircase 'would not be seen from the street,' the space above the garage is storage only, and the building is 20 feet tall. Outcome: approved with conditions (7-0) — moved Ashley Anderson, second Janice Rhoda Conditions: Variance granted for the 700-square-foot garage by combining the 500 sq ft two-car garage and 200 sq ft storage building allowed by the Preservation Ordinance; All exterior materials, windows, doors and door hardware, and light fixtures to be approved under a separate Certificate of Appropriateness; Building permit to be obtained from the Building Department

CA25-22 — 406 South Main Street

Work: Remove the existing cloth awnings and metal frames on the 1900 Historic City Drug Building (Main Street Commercial Historic District) and install three new flat projecting wood-and-metal awnings, one per bay, with standing-seam metal tops, black steel brackets, and walnut-stained undersides. Type: other Staff rec: approve with conditions Discussion: Klempin emphasized three separate awnings over the bays 'to keep the character,' not one spanning the whole front. Miller explained the windows were damaged in a windstorm by an improperly secured awning bracket and that the flat design fits the tight space between the glass blocks and windows. Outcome: approved with conditions (7-0) — moved Ashley Anderson, second Janice Rhoda Conditions: Engineered drawings, site plan and permit to be approved by the Building Services Department; All exterior materials and paint colors to be approved under separate Certificate(s) of Appropriateness

Klempin announced Chairman Sean Shope's resignation after his election to City Council (sworn in May 20, 2025; on the HPC since 1999, chairman since 2017); Vice-Chairman Telford presided and the chairman election was deferred until new commissioners were appointed. Meeting adjourned at 6:46 p.m.
